This position will also have responsibilities for supporting third party applications at OHSU and partners.

Responsibilities include:

Maintaining an in depth knowledge about IT Departmental operations procedures regulatory requirements and currently installed information systems for the closely related service groups assigned to support application products.

Developing operational needs assessments to identify opportunities for improving systems-related workflow methods and procedures through appropriate application of information technologies and knowledge of applicable laws and regulations develop cost-benefit analyses document recommendations and work with staff management end user and vendor personnel to implement changes.

Leading in maintenance operational troubleshooting and coordinating repair of systems and applications to ensure maximal operational effectiveness. Documenting and communicating change controls.

Ensuring the interfaces of systems and medical devices are maintained and necessary changes are implemented tested and documented in a reliable manner.

Monitoring utilization of information systems and applications prepare recommendations for modifying configurations to accommodate changing end user and regulatory requirements.

Working with vendors and resources on other teams as appropriate to jointly resolve cases. Investigating root cause and making sure measures are taken and documented in incident report to avoid another incident.

Demonstrating a commitment to departmental and project-based teamwork as shown by timely team communication follow-through on assigned responsibility and willingness to search for opportunities for improvement.

Participating in HPSA s established on-call rotations.

Participating in special meetings and work groups including team members end users Information Systems staff and management.

Contributing to the knowledge base by adding and supplementing entries.

Adhering to all privacy security and HIPAA requirements.

Acting as a subject matter expert resource in projects

Providing design and technical proposals in writing accompanied by estimate of effort

The Incumbent will observe due care objectivity and respect for confidentiality. All employees must keep confidential what they hear and what they see when handling reviewing or observing: communications and records thereof calls email pages fax etc. data transmission databases or other forms of information. Confidentiality extends to the identities of the parties of the communications and even to the fact that the communication took place. When sharing information consider whether the recipient has a true business need to know. System Application Support:

Coordinate resources and systems necessary to install application software in a production and test environment write and execute data conversion plans write and execute data and application software validation plans write and execute system to system interface validation plans. Write detailed system documentation.

Provide primary support for troubleshooting and resolving clinical application system problems.

Diagnose system problems and develop plans to correct problems which may include modifications to procedures data entry instructions database correction proposals writing scripts to correct database problems and or modify application scripts to correct errors.

Works with ITG customer and vendor to define problem causes and solutions.

Coordinate with ITG customer and vendor to schedule and run application fix routines and upgrades.

Monitor system interfaces such as ADT order entry results reporting and billing and troubleshoot as needed. Provide technicalknowledge of clinical applications to ITG and clinical department staff.

Perform diagnostic analysis on databases and maintain database integrity. Monitor database files to ensure proper system performance.

Provide primary support for Healthcare clinical and administrative applications.

Share support and on call rotation with other team members to support the Departmental Healthcare Information Systems twenty four hours a day seven days a week.

Resolve system issues working with vendors and other OHSU resources and assist with finding and documenting root causes and insuring that measures are taken to avoid another similar incident.

Project Management:

Responsible for implementing Departmental Healthcare Information Systems by developing detailed project plans with dependencies and critical path tasks using the ITG Project Management tools SM and MS Project.

Track and assign tasks to team members vendors and customers with follow up to assure that tasks are completed on schedule.

Identifies project and task completion milestones and reports to management when they are not met or are at risk.

Schedule and prepare relevant meeting materials to conduct progress meetings.

Provide project progress reports to management.

Responsible for coordinating and communicating all tasks associated with all aspects of the project from phone lines and power sources server delivery and configuration to back-up plans and disaster recovery priorities.

Business Analysis:

Confers with hospital department managers supervisors line staff and ITG support staff to develop system specifications for Clinical Information Systems.

Assist in writing RFP s and selecting and implementing Clinical Information Systems.

Assist with Cost Benefit Analysis and assist in evaluating and selecting the best alternatives.

Works with customers vendors and ITG to identify hardware and software resources needed to implement new systems.

Assist in negotiations with vendors for the best price and delivery schedules to acquire new software hardware or consulting services.

Participate in network integration activities for the clinical applications.

Meets with customers on a regular basis to review current system performance and identify prioritize and manage related ITG projects.

Develop coordinate and perform training for customers on new or modified systems.

Trains OHSU Partners Hospital staff or designated trainers to use new or modified systems and to instruct on various application features

Systems Analysis:

Oversee the server database and application desktop integration and security in the OHSU Partners computing environment.

Understand and recommend the deployment of application software for thin or fat clients using options such as Citrix Windows Terminal Server and the different tiered architecture options.

Use operating systems such as UNIX AIX and Windows OS to monitor system activity.

Understand database structures such as MS SQL and write queries using Crystal Reports or SQL Query.

Perform system analysis specification testing and validation for new system installations or upgrades and for system-to-system interfaces between various clinical applications.

Support system to system interface implementation by reviewing detailed HL7 specifications and recommending proper field mapping.

Coordinate the TCP IP communication configuration used for system-to-system interface communication protocol.

Develop system validation scripts and documentation tools for testing new systems new interfaces or version upgrades.

Write and maintain system documentation as needed.

Design and develop file off-load and reporting routines using vendor supported software.

Develop training material and train customers on various components of the application.

Train operations and help desk staff as needed.

Write test and install programs using operating system command language database query languages and high-level programming languages to support department managers and clinical care providers and to implement or maintain systems and application functionality.

Work seamlessly with Database Administrators and System Administrators for all supported systems.


Bachelor s degree in computer science a related field or a clinical field and six years work related experience in the information technology field or a combination of clinical or operations healthcare environments OR

Associate s degree in computer science a related field or a clinical field and seven years work related experience in the information technology field or a combination of clinical or operational healthcare environments OR

Eight years work related experience in the information technology field or a combination of clinical or operational healthcare environments OR

Equivalent combination of education and experience where one year of experience will be substituted for an Associate s degree and two years of experience will be substituted for a Bachelor s degree.

Two or more years of paid work experience as a Systems Application Analyst or ApplicationAdministrator.


Successful candidates must have experience and working knowledge in operating system software relational and or hierarchical databases and technical application support for administrative and clinical systems.

Experience in the analysis and design of systems and experience with databases such as Oracle MS SQL etc.

Experience in developing specifications for system-to-system interfaces.

Successful clients must have experience in managing multiple projects

Experience in managing complex customer relationships in an enterprise setting
